NEW AREA CODES IN SOUTH CAROLINA

NEW AREA CODES ARE COMING TO SOUTH CAROLINA FOR A REASON

Buyers are listening Area Codes in South Carolina when we say “Come for a Visit and Stay for a Lifetime!” There is a reason for new area codes in South Carolina!

A few good examples of this are the fact that real estate home sales on Hilton Head Island in 2015 are 8% higher than the first 6 months of 2014. The second example is the fact that the need for a new telephone area code for the eastern 1/3 of South Carolina, the coastal area from North Carolina to Hilton Head Island.

As of January 1, 1947 all of South Carolina had the 803 area code. In December of 1995, the 864 area code was established for the North West area of South Carolina area codes in South Carolina. As of March 22, 1998, the coast of South Carolina was split from the 803 area code with the addition of a new area code of 843. New area codes in South Carolina will fulfill the need for growth we are experiencing.
Today with the number of folks realizing how great it is to be living in the eastern part of South Carolina, especially along the coast like Hilton Head Island, the new area code 854 is being added in the fall of 2015.

 Changes in Area Codes in South Carolina (Hilton Head) Won’t Be Confusing Area Codes in South Carolina

Unlike previous changes, the 854 area code will be added as an “overlay” to the 843 area code and both will serve the same area. You might ask “what does all this mean?” First of all, no one will have to change their phone number; second, beginning September 19, 2015, we will need to dial 10 digits to complete a local call. That means you will have to include the area code for all calls Area Codes in South Carolina. Beginning October 19, 2015, the new 854 area code numbers will be assigned.


There are a few things those of us who have the 843 area code can do now to get ready for the changeover, update any pre-programed 7 digit numbers or text alerts, re-program any service or device (i.e. speed dial, cell forwarding, fax machines, internet dial-up or voicemail, alarms, etc.). Also check any printed material or websites to assure they reflect the 10 digit numbers.

HILTON HEAD STORM WATER REQUIREMENTS ARE ENCOURAGED FOR REDEVELOPMENT 

The Town of Hilton Head Island committee is looking at options to make it easier for developers to meet water quality and quantity standards. Hilton Head Storm water requirements are now being reviewed to give developers more flexibility for growth.

Redevelopment in “some areas” on Hilton Head Island could become easier as the town considers an option to waive some storm water requirements in return for a fee. The town’s Land Management Ordinance committee is in the midst of reviewing three recommendations regarding Hilton Head storm water requirements that could give developers more options, Jim Grant, chairman of the committee, said.

We would like to maintain or improve water quality while providing flexibility in how developers meet these standards,” Grant said.

HILTON HEAD STORM WATER REQUIREMENTS WILL DEPEND UPON FACTORS LIKE THE HEIGHT OF THE WATER TABLE

One of the recommendations is to charge a fee in lieu of completing the Hilton Head Storm Water management requirements. Bryan McIlwee, assistant town engineer, said it’s possible the fee option, if approved by the committee and Town Council, would only be for certain areas. “The Coligny area for example,” McIlwee said. “You might have a really tight urban site or the water table could be too high. That is why we would like to have some flexibility.”

The town currently requires dry or wet retention areas — such as ditches and lagoons — to capture water runoff at sites developed on the island, McIlwee said. It can be hard for developers of older lots to find the space for this. There are underground solutions for some developers, but high water tables would eliminate that option for others. The town would use the fee to improve its stormwater system, McIlwee said. He said the fee amount and system improvements have not yet been determined. You might have a really tight urban site or the water table could be too high. That is why we would like to have some flexibility said Bryan McIlwee, Hilton Head Island assistant town engineer.

Other options recommended to the committee include allowing developers to use required green space buffers as retention areas. The buffers could use certain types of soil and vegetation that can filter water while also providing green space. Another option allows developers to skip the required retention areas and bring forward their own solution to meet water quality levels.

Mayor David Bennett Maintains Hilton Head To Stay True To The Environment

Mayor David Bennett said he is willing to have a discussion about Hilton Head stormwater requirements but does have some concerns. “This is an effort on the part of this particular committee,” Bennett said. “It is not something that has been brought forth by our town staff. Hilton Head Storm Water Requirements are extremely important. I am always willing to listen, but at our core we need to be true to our environmental legacy.”

Gant said the idea of the committee’s proposal is not to lessen the water quality or quantity requirements placed on developers but to provide alternative ways for them to meet these standards. It is even possible that water quality could be improved in the process, Gant said. He said discussions include adding water quality testing from development sites. He said this is something that Beaufort County has implemented, but the town does not do.

It’s That Time of Year Again But Be Careful With Your Beaufort  Tax Bill Property!

Beaufort Tax BillAs Ben Franklin once said “Nothing can be said to be certain, except death and taxes.” If you ask me, living here in Beaufort County with Franklin’s two options, I will gladly pay my property taxes. The property taxes on an owner occupied residence are very reasonable Beaufort Tax Bill at about a rate of ½ of a percent or the home’s value. Property taxes on other types of property are closer to the national norm of about 1.25% of the value.

Errors Were Found On The 2015 Beaufort Tax Bills

With the 2015 tax bills in the mail, I checked Beaufort Tax Bill on 10 of my clients and found some interesting errors. Of the 10, six were correct, two had the wrong mailing address and two I was able to point out approximately a $3,000 savings to each of those clients/friends. It is understandable that one of the clients who had a $3,900 error to their favor, when corrected, visited the county tax office the day the error was brought to his attention. I am happy to say the county is in the process of correcting their error.

Below, you will find is a Beaufort County 2015 property tax statement. A very important thing to remember about your 2015 property tax bill is that in Beaufort County, the payment is past due if not paid on or before January 15, 2016. It does not matter if you did not receive your bill – it is still considered your fault if it is not paid.

Statement Review: Take A Close Look At Your BillBeaufort Tax Bill

  1. Description/address of the property: The number above the description is the county tax map info.
  2. Assessment ratio: Very Important for your home, villa or vacant lot. This should be either 4% or 6%. If the property is your owner occupied residence, then the ratio should be 4%. If the property is anything other than owner occupied residence, the ratio should be 6%. Just because your property Beaufort Tax Bill has been billed at the 4% ratio in past years, does not mean the County has not made an error and changed the property ratio to 6%. If you find this error bring it to the County’s attention so they can correct it.
  3. Appraised Value: This is the amount the County feels is the value of your property. If you feel this number is wrong and too high, give us at the Charles Sampson Group of Charter One Realty a call at 843-384-7300. We will be glad to help you with information so you can make a protest.
  4. How Your Taxes Are Calculated: This is the appraised value times the assessment ratio. This number is times the millage rate to get the taxes. Different locations within the county have different millage rates.

Early in November 2015, the Hilton Head Area Hilton Head Island Economic Development  Association of REALTORS and Beaufort REALTORS hosted the second annual Economic Development Summit. There were over 400 REALTORS, bankers, government officials and concerned citizens in attendance. Speakers included representatives from the Towns of Hardeeville, Port Royal, Beaufort, and Bluffton. In addition, the Don Ryan Center, Don Kirkman of the Hilton Head Island Economic Development Corporation and a representative of the Southern Carolina Regional Development Alliance attended.

Delivered Outstanding News For Business in South Carolina

The reports from each of the town representatives were very encouraging. Hardeeville and Bluffton are two of the fastest growing towns in all of South Carolina. The Don Ryan Center is working regionally and has a partnership with Savannah College of Art and Design where their presentations are being broadcast to their campus in Atlanta and Japan.

The Southern Carolina Regional Alliance has done an outstanding job of bringing business and new jobs to the Lowcountry. The Alliance covers all of Southeast South Carolina except Beaufort County. Don Kirkman of the HHIEDC reported on the corporation’s 2016 goals and an event “Bring Your Business Ideas to Life” that will be held on Hilton Head Island January and February, 2016. This event will allow entrepreneurs to present their ideas of a new business.

Keynote speaker, Robert Hitt, gave an outstanding presentation and pointed out that South Carolina is impressively attracting new businesses. Hitt said South Carolina businesses used to be referred to as “3-T” for Textile, Timber and Tourism, but today, it is more “AAT” for Aerospace, Auto and Tourism.

Here in the Lowcountry we have Boeing to the North in Charleston and Gulfstream to the South in Savannah. There are a many Gulfstream executives living on Hilton Head Island. Hitt pointed out that South Carolina has three luxury auto manufacturers; BMW in the northern part of the state, Mercedes-Benz and Volvo.No other state in our region has three luxury auto manufacturers. South Carolina exports more autos than any other state in the country. South Carolina is also the number one manufacturer of tires in the United States.

Jasper Port Will Add Many New Jobs in South Carolina

One major game changer for the Hilton Head Island and Lowcountry that was not covered in detail was the Jasper Port. When the Jasper Port is built, there will be many new jobs. This will result in many more folks moving to our area which will improve the value of our local real estate. Recently the states of Georgia and South Carolina signed an agreement to proceed with the port.

A wonderful result of VIM Hilton Head Island has taken place; there are now approximately 97 medical clinics across the country based on the VIM Hilton Head model.

VIM provides care in 23 medical specialties and five disease management clinics. VIM helps to keep people who do not have health coverage out of the hospital emergency room. To qualify a VIM patient’s income cannot exceed 200% of the Federal Poverty Level. Patients can either live or work on Hilton Head Island or Daufuskie Island. The mission statement of Volunteers in Medicine is: “To understand and serve the health and wellness of the medically underserved population and their households, living or working on Hilton Head and Daufuskie Island.”

Medical Professionals Contribute Their Services To Community Health

Charles Sampson-Today VIM has more than 600 lay and professional volunteers providing approximately 50,000 hours of service. The health care volunteers include doctors, dentists, nurses, mental health providers, lab and x-ray technicians and pharmacists. A good number of pharmaceutical are donated each year to the clinic.

VIM patients are also volunteers. Many of the volunteers are highly skilled and help with maintenance, painting, and cleaning as well as fundraising. Financial reports have revealed that even with all the donated items and volunteer hours, the costs are still above $2,000,000 a year. However, this cost to serve the community provides over $12,000,000 in services by VIM.

The VIM Clinic Hilton Head has resulted in approximately 97 like clinics across the country, one of which is in the Lowcountry as VIM Bluffton.

Surrounding the wetlands is a swamp edge transition zone of thick, head-high bushes that separates the swamp from the pine dominated uplands. This breadth of habitats supports approximately 75 plant species and 100 wildlife species. There is a 1,100 foot, elevated boardwalk that allows access to the heart of the swamp, as well as three trails that allow further viewing of the various habitats. The Land Trust surveys the plants and animals of the Conservancy and places interpretive signage along the boardwalk and trails.

World Affairs Hilton Head IslandFor the past thirty four years there has been a group of islanders who have been meeting to discuss American interest and involvement Hilton Head Island World Affairs Council in foreign affairs. What started as a small informal group has grown into a 970 member World Affairs Council of Hilton Head.

Hilton Head’s WAC in 2015/16 will hold 14 Friday speaker programs between October and May, plus additional events like the Evening Speaker Series. The WAC feel their membership and attendance is so good due to the number of Hilton Head Island and Lowcountry residents who want to expand their own knowledge and understanding of the meaning of global events. Being an affiliate of the World Affairs Council of America, Hilton Head’s WAC has the opportunity to attract national and international speakers.

Some of the 2015/16 season high profile speakers include;

  • October 2nd: George Perkovich
    who spoke on Ramifications of the Iranian Nuclear Agreement. 
    November 20: Kingsley Moghalu (former Deputy Governor of the Central Bank of Nigeria)
    will speak on why Nigeria could become one of the world’s leading economics by 2030.
  • February 5:, Robert Zoellich former President of the World Bank. These are just a few of the speakers.
